First Deputy Chairman of Parlainment Saglar Bakinova, Deputy Speaker of Parlainment Nikolai Nurov, Representative of the Head of The Republic in the Parlainment Yuri Sidorenko, Deputy Charman of the Kalmykian Government Mergen Badma-Garyaev took part in the session.
The agenda of the session comprised seven items. At the start Minister of economy and trade Zoya Sandzhieva gave a report on the updated Strategy of social and economic development of the Republic of Kalmikiya to 2020.
According to the Minister the Strategy went through wide public debate that ammended the document. Current version consists of five parts reflecting the key social and economic development trends of the Rebulic.
The list of investment projects was extended within the updated version of the Strategy. This step was taken as a result of negotiations between the line ministry and municipal businessmen. Nevertheless the perspective for each municipality to adopt its own social and economic developmnet strategy is also pending.
The minister mentioned that the basic version of the Strategy implies the construction of 47 objects of various functionality. In that regard First Deputy Chairman of Parlainment Saglar Bakinova asked which of these objects are considered among top priority according to the Ministry of economy and trade. The members of the session concluded that the Government of the Republic must develop supervising measures of Strategy's implementation.
Members of the Committee also recommended the Government to introduce in the Strategy activities as such:
provision of agricultural enterprises and rural settlements with cold water supplies including those via irrigating channels and other types of water facilities;
preservation of Kalmyk language and culture;
government support of national economy, small and medium business, inbound tourism.
In the follow up the Committee members considered amendments in the act of the Republic of Kalmykia "On the government support and protection of entities involved in investment activities in the Republic of Kalmykia". Amendments that are ment to stimulate investment acitivities in the Republic were developed by the Ministry of economy and trade. The qualification amount of investments is now 10 million rubbles (down from 50 million). According to the Ministry it will boost activity of investors in challenging economic conditions. Moreover, from now on tax benefits will be introduced only in the case the investor has put in to operation his investment project.
